THE RURBAN FRINGE

The Chicken or the Egg?

Think fast … which comes first, infrastructure or economy?

Both, actually.  Economic development strategies must walk hand in hand with infrastructure development to be successful.

One may argue that it’s wrong to develop economic approaches while neglecting basic infrastructure requirements.  Or one may argue that by focusing on infrastructure development, businesses that drive local economies will be all but forgotten.

Effective regional governance is about balancing these – and other important – priorities.  And, ideally, economic facilitation initiatives will assist rural and rurban communities use their limited resources most effectively to create economic engines that can compete in global markets, regardless of the size or location of the community.

Leaders need to think and act different than they have in the past.

With public and private leaders now needing to work together to enhance infrastructure services and generate economic opportunities, promoting and enhancing entrepreneurship and employment through economic facilitation and outreach and increasing capacities for public-private partnerships – emphasizing planning and strategy – will become the new norm.

The challenge lies in not becoming an either/or community.
